Генеральна директорка Департаменту управління та розбудови миру Японського агентства міжнародного співробітництва JICA («Джайка») Джунко Масуда побачила, як працює команда Суспільне Львів та центр виробництва західного хабу Суспільного. 22 серпня вона з колегами перебувала з візитом у Львові.

«Я щиро захоплююся великими зусиллями, які ви докладаєте і які дуже важливі для жителів України. Наша ціль візиту в Україні підготувати суспільне обговорення, спершу в Японії, про те, як нам далі разом рухатися, щоб покращити роботу ваших регіональних хабів Суспільного, резервного центру та цифрового архіву. Завдяки цій зустрічі ми отримали більше інформації, побачили зсередини вашу організацію. Для нас почесно — співпрацювати з вами», — сказала Джунко Масуда, генеральна директорка Департаменту управління та розбудови миру JICA.

Делегація побачила студію проєкту «Суспільне. Студія», а також студію, облаштовану в укритті, звідки команда виходить у прямий ефір з перших тижнів повномасштабного вторгнення під час повітряних тривог.

«Українці зараз проживають та отримують різні досвіди, і нам, як медіа, стає важче охоплювати їх усі. Проте ми як Суспільний мовник повинні це робити — бути голосом різних людей, з яких і складається наше суспільство», — сказала Марія Фрей, членкиня правління Суспільного, відповідальна за новини та регіональне мовлення.

Опісля — відвідали багатоканальну ефірну апаратну та сховища з архівами. Велика частина цих записів — кіноплівки, що потребують оцифрування. Це стане можливим завдяки подальшій підтримці Суспільного міжнародними партнерами, зокрема й офісом JICA.

«Понад десять тисяч кіноплівок з архівів Суспільного у різних регіонах чекають на оцифрування. І саме завдяки допомозі офісу JICA ми отримаємо сучасний сканер для того, щоб не просто оцифрувати ці матеріали, а зробити їх суспільним надбанням. У подальшому ми плануємо розбудувати у Львові дослідницький центр медійних архівів. Тож допомога і досвід японських колег для нас неоціненна. Спілкуючись із представниками JICA я відчула, що вони дуже вболівають за Суспільне Мовлення в Україні і прагнуть сприяти розбудові архівів. Ми ж докладемо всіх зусиль, щоб не розчарувати ані їх, ані українців, для яких ці проєкти втілюються», — сказала Таїсія Турчин, керівниця проєкту з оцифрування архівів Суспільного та платформи Суспільне Медіатека. 

«JICA — надійний партнер Суспільного, який послідовно допомагає нам будувати міцний технічний фундамент для роботи Суспільного Мовлення. Ми маємо три проєкти з JICA, які значно покращать наші архіви: комплекс сканування плівок BlackMagic Cintel Scanner G3 HDR+ — це стане проривом в оцифруванні плівок з наших архівів; система багатоканального запису магнітних носіїв Qudrus Machine Injest — восьмиканальний комплекс оцифрування магнітних носіїв, який дозволить здійснювати оцифровку відеокасет на промисловому рівні та забезпечить доступ Суспільному й громадськості до збережених архівів; проєкт побудови власного сховища файлів для вже оцифрованих архівів на базі сучасного програмного рішення Ceph — цей комплекс забезпечить надійне збереження архівів та сучасних програм», — розповів Юрій Бойчук, технічний директор Суспільного Мовлення. 

Під час спілкування з командою представники JICA почули, як відбувалося реформування державного телебачення та створення Суспільного у Львові, як працюють зараз та на чому спеціалізується західний хаб.

«Навіть в умовах повномасштабного вторгнення ми знаходили і будемо шукати можливості розвиватися, — зазначив Віталій Гамадин, шеф-редактор західного забу Суспільного та Суспільне Львів. — Спеціалізація західного хабу — не тільки прямоефірне мовлення, а й тема реабілітації та відновлення поранених і військових внаслідок воєнних дій країни-агресора. В центрі таких матеріалів — завжди Людина. Ми не тільки показуємо історії людей, а й маємо можливість через розголос у медіа позитивно впливати на певні процеси в суспільстві».

«Львівське телебачення, правонаступником якого є Суспільне, народилося 1957 року. Воно було і залишається своєрідним центром культурного тяжіння для Львова. Сьогодні ми модернізуємося: оновлюємо техніку, обладнали нову студію, зводимо хаб Академії Суспільного Мовлення та сучасний музей — попри війну, бо розуміємо: якості в роботі від нас вимагає наш обов’язок — служити українському суспільству. Це відбувається завдяки вашій підтримці зокрема та усіх партнерів Суспільного», — сказала Тетяна Колісніченко, менеджерка Суспільне Львів.

JICA delegation visits broadcasting and production centre of Suspilne's western hub in Lviv 

Junko Masuda, Director General of Governance and Peacebuilding Department of the Japan International Cooperation Agency (JICA), saw how the Suspilne Lviv team and the production centre of the Western Hub of the Suspilne Ukraine work. On 22 August, she and her colleagues visited Lviv.  

‘I sincerely admire the great efforts you are making, which are very important for the people of Ukraine. Our purpose of visiting Ukraine is to prepare a public discussion, first in Japan, on how we can move forward together to improve the work of your regional hubs, the backup centre and the digital archive. Thanks to this meeting, we received more information and saw your organisation from the inside. It is an honour for us to cooperate with you,’ said Junko Masuda, Director General of JICA's Governance and Peacebuilding Department. 

The delegation saw the studio of the Suspilne. Studio, as well as a studio set up in a shelter from where the team has been broadcasting live since the first weeks of the full-scale invasion during air raids.  

‘Ukrainians are now living and gaining different experiences, and it is becoming more difficult for us as media to cover them all. However, as a public broadcaster, we have to do it - to be the voice of different people who make up our society,’ said Maria Frey, Suspilne Ukraine Board Member in charge of news and regional broadcasting. 

Afterwards, they visited the multichannel broadcasting room and the archives. Most of these records are film footage that needs to be digitised. This will be possible thanks to the continued support of the Public Broadcasting Company by international partners, including JICA.  

‘More than ten thousand films from the archives of the Public Broadcasting Company in different regions are waiting for digitisation. And it is thanks to the assistance of JICA that we will receive a modern scanner to not only digitise these materials, but also make them public domain. In the future, we plan to build a research centre for media archives in Lviv. So the help and experience of our Japanese colleagues is invaluable to us. When I talked to JICA representatives, I felt that they were very passionate about Public Broadcasting in Ukraine and wanted to contribute to the development of archives. We will make every effort not to disappoint either them or the Ukrainians for whom these projects are being implemented,’ said Taisiia Turchyn, project manager of the digitisation of Suspilne Ukraine archives and the Suspilne Mediateka. 

‘JICA is a reliable partner of Suspilne Ukraine, which consistently helps us build a solid technical foundation for the work of Public Broadcasting. We have three projects with JICA that will significantly improve our archives: BlackMagic Cintel Scanner G3 HDR+ film scanning system - this will be a breakthrough in the digitisation of films from our archives; Qudrus Machine Injest multi-channel magnetic media recording system - an eight-channel magnetic media digitisation system that will allow digitising videotapes at the industrial level and provide access to the preserved archives for the public; a project to build its own file storage for already digitised archives based on the modern Ceph software solution - this complex will ensure reliable preservation of archives and modern programmes,’ said Yuriy Boychuk, Technical Director of Suspilne Ukraine. 

During the conversation with the team, JICA representatives heard about the reform of state television and the creation of Public Broadcasting in Lviv, how they work now and what the western hub specialises in.  

‘Even in the face of a full-scale invasion, we have found and will continue to look for opportunities to develop,’ said Vitaliy Hamadyn, editor-in-chief of the Western hub of Suspilne Ukraine and Suspilne Lviv. ’The Western hub specialises not only in premium broadcasting, but also in rehabilitation and recovery of the wounded and military as a result of the military actions of the aggressor country. The centre of such materials is always a Human being. We not only show people's stories, but also have the opportunity to positively influence certain processes in society through media coverage.’  

‘Lviv Television, whose successor is Suspilne Ukraine, was born in 1957. It was and remains a kind of centre of cultural attraction for Lviv. Today we are modernising: we are updating equipment, equipping a new studio, building a hub of the Public Broadcasting Academy and a modern museum, despite the war, because we understand that our duty to serve Ukrainian society requires us to be of high quality. This is possible thanks to your support, in particular, and that of all the partners of the Public Broadcasting,’ said Tetyana Kolisnichenko, manager of Suspilne Lviv.  

It is worth reminding that the Japan International Cooperation Agency JICA  is a reliable long-term partner of Suspilne Ukraine, which provides support ranging from study visits to technical assistance and modern equipment. In particular, infrastructure development and technical equipment are being developed with the support of JICA. On 19 August, a modernised mobile television station (MTS) of Suspilne Ukraine was presented in Kyiv, which the company received from the Government of Japan through cooperation by JICA.
