The Artificial Intelligence Alliance has approved principles for the use of AI in the media

The Artificial Intelligence Alliance, which includes, among others, Suspilne Ukraine, the Interfax-Ukraine news agency, NV, 1+1 Media, Starlight Media, Ukrainska Pravda, Espreso, LB.UA, the Institute of Mass Information NGO, the Detector Media NGO, CEDEM, and the Women in Media NGO, has approved key principles and approaches for the use of AI by newsrooms. The document outlines the foundations for the responsible use of AI in editorial work, including requirements for editorial oversight, transparency, data protection, compliance with the law, non-discrimination, and accountability for the use of technology.

“These principles are quite universal; the key point is that they are formulated in accordance with the logic of core professional standards. But their very existence in the Ukrainian media market and the principled stance of key Ukrainian newsrooms represent an important step forward in shaping a shared culture of AI use in newsrooms,” noted Angelina Kariakina, an Advisor to the Head of Suspilne Ukraine Managing Board.

Key Principles and Approaches to the Use of AI by Newsrooms:

  1. Human-first and human-last. Journalism is a human profession based on editorial judgment, legal constraints, ethical principles, and thoroughness in gathering information. Therefore, journalistic content stems from editorial judgment and must be reviewed by editorial staff before publication.
  2. Compliance with editorial standards. The principles governing the use of AI in journalism must not conflict with professional editorial standards.
  3. Transparency and clarity. Media organizations commit to informing their audience about the AI tools they use to create content, specifically by noting this in their AI usage policies.
  4. Effectiveness and appropriateness. The purpose of AI tools is to optimize the resources of journalists and staff in creative and analytical departments for content production and to help improve editorial productivity—not to replace journalists.
  5. Confidentiality and data protection. The unauthorized disclosure of restricted information—including personal data, confidential information, and legally protected secrets—through AI systems or as a result of interactions with them is unacceptable.
  6. Legality. With regard to the use of AI in content creation, editorial offices undertake to comply with current Ukrainian legislation, in particular the Law of Ukraine “On the Protection of Personal Data,” the Law of Ukraine “On Copyright and Related Rights,” the Law of Ukraine “On Information,” other legislative acts, recommendations on the responsible use of AI in the media, and the Code of Ethics for Ukrainian Journalists, and to align with EU legislation regarding the use of artificial intelligence, in particular the AI Act.
  7. Liability. News organizations are liable for any instances of AI use, including incidents that occurred due to the fault of their employees. Newsrooms are not liable if an AI-related incident occurred as a result of a cyberattack or due to the fault of third parties, including state and local government authorities, AI system providers, partner organizations, and others.
  8. Non-discrimination and equality. When using artificial intelligence systems, editorial teams strive to prevent the creation, dissemination, or exacerbation of discrimination, gender stereotypes, biases, or unequal treatment of any individuals or groups. AI outputs that exhibit signs of such risks are subject to mandatory editorial review, correction, or rejection.

We do not use AI to:

  • Create text, videos, and images in news reporting that distort real events, the appearance of real places, people, etc.
  • Create our own products and tools that violate the principles outlined above.

For reference. In May 2025, Suspilne Ukraine, as a member of the European Broadcasting Union, supported the global initiative “News Integrity in the Age of Artificial Intelligence,” joining thousands of global broadcasters in calling on AI developers to protect verified, trustworthy news and promote the use of AI in the public interest.

As a logical continuation of this work, in May 2026, Suspilne Ukraine initiated the creation of the Media Alliance on Artificial Intelligence in Ukraine and brought together leading Ukrainian media outlets and media organizations. The Alliance’s goal is to establish transparent rules for the use of artificial intelligence in the Ukrainian media market, protect copyrights, promote the responsible implementation of technologies, and enhance the resilience of the information environment. The Alliance serves as a cross-sectoral platform for dialogue among media outlets, OTT platforms, telecommunications companies, and technology firms.

In addition, in August of this year, Suspilne Ukraine approved its own AI strategy, which outlines exactly how the company will work with AI over the next two years: what priorities it has set for itself, what principles it will adhere to, and how it will structure its work processes.
