Elected to the Supervisory Board representing the field of local self-government. Member of the Supervisory Board since 30 October 2025. New term — from 13 February 2026.

Head of the public organization Agency for Recovery and Development.

Expert in local development, consultant to international organizations and projects in the field of decentralization and community development.

Since 2022, he has been actively working on new municipal documents under martial law and European integration, including development strategies, action plans, and recovery plans. In 2022–2025, he contributed to the creation and updating of more than 20 territorial community strategies, including major cities such as Odesa, Ivano-Frankivsk, Rivne, Lutsk, Poltava, and others.

Co-author of the draft law on local democracy, approved by the Verkhovna Rada of Ukraine in 2024, as well as other laws. Since 2005, he has been a regular trainer for the Institute of Political Education, the National Democratic Institute (NDI), the International Republican Institute (IRI), and other organizations in the fields of policy analysis, local development, and civic education. He has conducted seminars and workshops in Ukraine, Belarus, Moldova, Kazakhstan, and other countries. Author of training methodologies on advocacy, and coordinator of more than 30 local advocacy campaigns, most of which were successful.

Professional experience:

2023–2024 — Senior Advisor on Strategic Planning and Decentralization for the CLIR initiative of the SURGe project.

2021–2024 — Expert for the Council of Europe project “Strengthening citizen participation in the democratic decision-making process in Ukraine.”

2021–2022 — Expert on local public service for the Organisation for Economic Co-operation and Development (OECD).

2008 — Advisor to the Director of the State Institute for Family and Youth Development.

2006–2010 — Member of the Zakarpattia Regional Council, Secretary of the Standing Committee on Budget and Finance.

Since 2005 — Head of Civil Society Development at the International Renaissance Foundation.

2003–2004 — Consultant at Winrock International.

2002–2006 — Member of the Uzhhorod City Council, Secretary of the Standing Committee on Legal Affairs, Law and Order, Regulations, Parliamentary Ethics, International and Interfaith Relations, National, Youth, Environmental and Information Policy.

2002–2003 — Consultant for the Association of Ukrainian Cities; Deputy Executive Director of the regional branch of the All-Ukrainian Association of Local Self-Government Bodies.

2001–2003 — Chair of the Scientific Society of Students and Postgraduates, Senior Research Fellow at Zakarpattia State University (formerly Uzhhorod State Institute of Informatics, Economics and Law – UzhDIIEP).

Education:

Higher education. Bachelor’s degree in International Relations and Specialist degree in Country Studies (Faculty of Law and International Relations, UzhDIIEP).
